Comment: We have done good work in India on the biri angle - this confirms that the anti-smokers recognise the problem, but if so why do they not acknowledge it publicly? Page 15 "Prohibition is neither practicable nor desirable". Page 21 "It should be stated, however, that the data which established a close response between cigarette smoking and lung cancer, and the subsequent data which show reversal of cancer risk in ex-smokers, is adequate in itself to convince most of the scientific world. Comment: In view of the fact that this document has wide circulation, we should examine the implication of this statement with legal department. Pages 30 - 31 (ObJectives) "Inform the public about relative risks of pipes, cigars, low tar cigarettes and less hazardous smoking habits". Comment: They could be seen as valuable contributions to the creation of demand for low delivery products on which we can capitalise internationally.
