Mr M Prid;a Public Af ai~xs Director BAT Industries PLC Windso House 'i.r so toria Street LONDON SW1H OUL Dear Mr Prideaux The vote earlier this year by the European Parliament for an EC wide ban of Tobacco advertising and sponsorship has demonstrated its resolve to clamp down on the advertising of products it considcrs detrimental to public health. While the European Commission is unable to accept this amendment at this stage it is clear that it may make new proposals for a total ban between now and 1992. With this in mind I am sure that you will be interested to hear that Access Opinions now has an opinion panel of 73 MEPs in the European Parliament. The European Parliament Panel is a quarterly omnibus survey which offers companies direct access to the opinions of a large structured sample of MEPs through self completion questionnaires. The panel contains an excellent spread of MEPs in both political and geographical terms and is unique within the European Parliament. Using the panel it is possible to make accurate predictions of the outcome of votes and to find out where and why there is support for amendments to be tabled. The objective viewpoint provided by the panel will allow anticipation of changes and their likely effect, as well as highlighting the best opportunities for clients to take a pro-active role in the development of legislation. The first survey will go out to the panel at the end of September. I would be happy to discuss the survey and how it can be used with you or your colleagues and answer any questions that you might have. Please do not hesitate to call me if thare is anything else you would like to know. Yours sincerely I-) c& "'R-gk Ben Drake MANAGER C71 cr, BAT Industries document for Province of British COIUMbia 23 April 1999
