L APPENDIX A Smoking and Health Voluntary action by the U.K. Tobacco Industry since 1971 (1) In 1971 the Industry agreed to print on the side' panel of all packets of cigarettes and hand rolling tobaccos sold in the U.K. the warning:- "Warning by. E. M. Government Smoking can damage your health." and to include on all press, poster and sign advertisements for these products the warning reference- "Every packet carries a Government Sealtt Warning." (Research has shown that 96% of smokers are aware of this warning.) (2) Warning reference 'included on all promotional leaflets, -brochures and circular letters advertising cigarette brands. All "special offers" restricted specifically to smokers, who must be adults. (3) Full Industry cooperation in the publication of tar and nicotine tables for cigarettes by the Department of Health since April 1973, including distribution to retailers by the industry of copies of the tables on publication. (4) All cinema films advertising cigarette brands bear the warning reference and the industry has now agreed that it will only show these films on ")VI programmes to which children are not admitted. (5) Withdrawal from T. V. of small cigar advertisements which could be confused with cigarette advertisements. (7) Authority has been given by the industry to the television companies to cover up cigarette brand advertisements which might be screened inadvertently during the televising of outside broadcasts.. (8) Health hints are Included on all cigarette coupons and cigarette pack inserts (other than trading stamps) reading as follows:- "Advice by H. M. GovernmenL. If you do smoke cigarettes: leave a long stub remove from mouth between puffs inhale less take fewer puffs." (9) "Tar Group" descriptions of cigarette brands are included in all press and poster advertisements and it has recently been agreed that the same information will appear on the packet by printing either on the tear tape or on the side of the packet below the health warning. (10) The tar yield of coupon-carrying cigarette brands in the "Middle to High" Tar Group is currently being reduced to "Middle Tar." (11) The Industry and the Advertising Standards Authority have agreed, in consultation with the Department of Health, to a new Code for the advertising of cigarettes and hand-rolling tobacco. The new Code, which was published on 12th August this year, will be administered by the A. S. A. and will replace the previous code, which was supervised by the Tobacco Advisory Committee, the representative body of the Industry. CONT/. C= BATCo document for Province of British Columbia 22 April 1999 /CONT 3 In addition to the above voluntary action, the industry has offered to strengthen the present warning notice on cigarette packs by changing it to:- "Warning by H. M. Government Smoking is dangerous to your health." It has also offered to use this revised warning on all' advertisements in place of the. present warning reference. Action on both these points has however been deferred as the approval.of Dr. Owen has not been forthcoming. As regards sponsorships, the industry has offered to draw up a Code for the advertising of events sponsored by the tobacco companies and has asked the Minister of Sport, Mr. Denis Rowell, if a meeting with him can be arranged to discuss the subject. cr% co BATCo document for Province of British Columbia 22 April Ing
