Our concern abou- the use cf Article 100A is further heightened by the fact :hat muCh c-~ the s'_Dooz-_ for a total ban on tobLco advertlsinc comes from Member States which have a monooolv tobacco industry and, therefore, a commercial industry to protect. Some Member States operate statutory systemsT others, such as the UK, operate self regulatory systems which by general agreement work very well. To replace these methods would undermine the widely accepted principle of subsidiarity.
