1. ICOSI
VIRB commented that it the Organisation continued to
develop then a great deal of work would be required. This
could mean a fair amount of expenditure. ERB added that at
his recent meeting in Lausanne he had undertaken to estimate
the cost of carrying out work to measure the concentrations
of smoke constituents that nonsmokers could be subjected to
in public places, for instance cafes, bars etc. These costing$
should be available by the lst February, 1978. SJO agreed
that it was the opinion of B-A. T. that much more detailed
discussion should take place between the member Companies before
any money is spent on such a project.
There followed a discussion on the methods available to
measure ambient particulate matter. It had been agreed at the
Lausanne meeting that the Particle Mass Monitor was satisfactory
but that other methods should be considered. Also, it had
been agreed that in the passive smoking study, specific smoke
constituents should not be measured, only the levels of tar
produced from sidestream smoke. JGB summarised the position
with regard to ICOSI I proposed use of the Stanford Research
Instrument. This was designed to measure CO, nicotine,
temperature and humidity and there was only one in existence.

In the work for which the instrument was designed and these
facilities would be removed during extensive modifications vhich
Stanford are about to undertake. JGB did not know whether the
modified instrument would be commercially available. DGF thought
it important in these studies to be able to measure nitrosamine
concentrations and added that the Thermal Energy Analyser was
specific for these compounds. It was agreed that JGB and DGF
should collaborate on the link up of the B-A. T. Noxmeter with
the catalytic pre-burners. it was also thought prudent for the
other members of TRC to be Involved in these discussions.
2. FUTURE OF TRC
HRD said that there was a strong feeling within ITL that
both ICOSI and TRC cannot be run simultaneously. Firstly, thir. 0

would prove too costly and secondly the philosophies of the
two Groups are dif f erent. He added that this could therefore be
a good time for TRC to be closed down. SJG thought there
were a number of good reasons for continuing with TRC. HRB
said that the residual commitments at Hazelton should be
carried out. SJG thought there were a number of problems
associated with the closing down of TRC because TRC had gained
a certain respectability in the whole smoking and health scene.
DGF added that the TRC was an effective means of communicating
with the anti-smoking lobby. SJG suggested other problems
associated with this closure:-
(a) The cost of compensation for staff;
(b) There would be loss of contact with the senior personnel
of the Group;
(c) There vould be loss of the goodwill that is obtained
trom publishing the statistics of smoking;
(d) Without the TIRC there would be no possibility of
Influencing future RCP reports.
3. HUNTER COMMITTEE
SJG summarised the outcome of the recent meeting of TAC
and the Hunter Commitzee. Hunter indicated that they vanted to
see., within three years, all cigarettes producing no more than
10 mg PMwnf. The Tobacco Companies indicated their reluctance
to assist Hunter in this matter. As a result of this, Hunter
said that they would visit each Company and agree with each
.Company, individually, their proposals for meeting the require-
ments on tar de!--'very. Im thought that this must not be allowed
to happen and that ITL hoped to get an agreement within TAC
which will prevent this situation happening. He thought all
negotiations on such matters should occur through TAC. SJG
thought B-A. T. would agree with this.
4. ADDITIVES
The outcome of the recent meetings at TAC with Dr,
Fairweather and Dr. Nelmes was summarised.
5. ANY OTHER BUSINESS

JGB summarised a meeting of the Industry Representatives
with the Advisory Panel of the Hunter Comaittee concerning the
epidemiological studies required for substitute brands. It was
doubted whether the study as originally planned could go ahead C:D
because of the low market penetration of substitute brands. Coll
The Industry Representatives did agree to look into the type
of saicker that currently smokes substitute-containing brands.

6. DATE AND TIME AM LOCATION OF NEXT MEETING
This was arranged for Tuesday lath April, 1978 in
Southampton. The ITL members would stay overnight on the
17th.
