To clarify the situation a little, I should mention that there are a number of notes on this subject which you have not seen, and which, because they were merely circulated round the Product Development Team, I was unable to send on to you. Mr. Wickes, in fact, circulated a short note asking for people's views on the proposed project and it was in reply to this note that my reference to Mr. Day's comment arose. Mr. Day had made the point that the original objective of the examination was to take a "consumer's eye-view" of currect packs and packagings, and he was anxious lest the working party become so technical that they might examine the packs from a manufacturing rather than from a consumer's point of view. Mr. Gilliam had suggested Leaf Department be represented so that due regard would be paid to technical aspects of the packs and I thought it wise to have R. & D.E. represented as well. In doing so I considered that there might be some possibility that the panel would indeed become too technical in its approach, and for this reason I agreed with Mr. Day's remark. With regard to your second query, the minute to which you refer is not incomplete, but very probably appeared to be since it merely referred to Mr. Wickes' circular on this subject.
