Conference territories to consider the 1980 Programme. The enclosed up-dated version of the programme differs in only very minor details from the copy left with you in July - other than the addition of explanatory text against each major activity. The TEC will be considering the document today in the knowledge that all countries except Brazil will already have sighted the programme. Brazil will shortly received a copy and I plan to visit Siqueira mid-October. If all goes according to plan, the meeting of R.& D. Conference Managers will take place in the week of 29th October.- It is proposed to have the meeting at a London hotel. As soon as I have confirmation from the other countries I shall contact you. In the meanwhile, I take the point you raised regarding the biological meeting, which perforce will have to be delayed until after our main Meeting. No doubt we shall decide at that meeting what, if anything, is needed on the biological front. Incidentally, B.& W., Germany and Brazil did all respond favourably to a biological meeting. For the moment, however, the investigation must be delayed as all of our lithographers have been, on strike for the last 4f months with no sign of a settlement in sight. Since then Concorde service out of New York has become a reality and I'm an it. I was in touch with Bob's secretary today and she doesn't know whether he has changed plans too, and he is on holiday. Last year I arrived in London on the Saturday at about the same time and spent the night at an airport hotel. The next morning your driver picked Bob up from his plane and then me at the hotel. If Bob maintains his original plan of arriving the Sunday morning .the same thing could be done again. ASY Division is to prot~ct the long-term future of Imperial Tobacco Products c(A by developing acceptable products whose smoke has reduced biological activity. Ea the cigarette inarket this is most likelv to involve matntaining a suitible yield of nicotine in the smoke while reducing deliveries of tar and some vapour phase components, and reducing the specific biological activity (per unit weight) of the tar. The word 'research' dictates that the development and execution of the Programme will be guided by a sound knowledge of available relevant worh, reinforced AIJ 0~ y frequent interchange of ideas between the scienti sts of the various RAT research and development groups. To achieve the research objective. the activities of the Department sbould be concentrated in four areas: 1. Reconstituted tobacco I/ Ja. 4, -Tt - 2. -iltration Studies 3. "Biological StudEes, to develop meaningful hioassays and guide product development. 4. Leaf Development. Reconstituted Tobacco The most ~nportant step towards the Research Objective involves fisiding means of modifying tobacco combustion to give smoke with reduced ~qA .... 2/ BATCo document for Legal Services : Health Canada 22 October 1999 biological activity and amount of tar. At the present time, reconstitution into sheet appears to b,e the most promising means of achieving this. and it is logical to assume that a proce"ed tobacco sheet can he more readily modified than tobacco in its natural fnrm. Reconstituted tobacco was initially developed to 'recover' waste tobacco, the sheet being introduced into tobacco blends in small proportions. Under such circumstances, the lower biological activity of the smoke from the sheet has negligible influence on that from the total blend. To lower tile activity of the whole smoke, a much higher proportion of sheet must be in- corporated. One can predict (a) that there will be insufficient waste tobaccos to meet sheet requirements and (b) that the physical and subjective smoking properties of the present PCL may be inadequate when the sheet is used at high levels. In order to produce the required amounts of sheet, it will be necessary to reconstitute 'good' tobacco, representing extra costs. To overcome this, a long-term plan is being discussed with Leaf Department to find out whether sophisticated methods of harvesting, curing and grading are necessary when the tobacco is to be processed into sheet. All tobacco leaves may not need to be ripe before harvesting. hence it may be possible to avoid the costly conventional harvesting by using simpler systems. Tests will be designed to show whether the use of stalks in sheet manufacture is beneficial. It may be unnecessary to cure the tobacco before reconstitution, or at least a less expensive bulk-curing system may replace normal curing practice. The use of stalk and stem will reduce the sheet nicotine content, and hence it is logical to examine the use of other tobacco varieties containing more n1cotina. This long-tem plan should reduce material costs for the company by substantially reducing costs for the farmer. Reconstituted tobacco, as hand-made sheets of all types and as BATCo document for Legal Services : Health Canada 22 October 1999 3 PU made wita A.I-"x Pilot Plant, will be usL.i to systematically . study the effects of various sheet properties on the biological activity of the smoke and the tar yield of the sheet. It is probable that the physical form of the shi-et will be a major factor in both the biological activity and amouat of tar produced. In the Rapaport (Gerlach) process, ground tobacco is in effect extracted with an organic solvent mixture, and the extract redeposited on an intimate mixture of tobacco residue and a non-tobacco binder (methyl cellulose). Yet biological test results suggest that the sheets made from such a simple process give smoke with a lower activity than does FCL. The location of tobacco ,extractables in the sheet relative to its binder may thus be another controlling factor in the activity of the sheet. The production of tar by the sheet samples will he monitored by a tec;3nique using granulated tobacco. Chemical and biological monitoring of the smoke will be achieved bV the following tests:- ?Nitromethane fraction of condensate- (Thought to be related to Total Fluorescence specifi )biological activity.) Reducing Properties. (A means of describing smoke, pqssibly~related to tobacco sugar content and biological activity.) CO and CO yields (to indicate degree of combustion.) 2 Tetrahymena (to test the toxicity of the smoke.) At suitable stages in the progress of the project, the biological activity will be tested more directIv by the sebaceous gland, hyperplasia or other appropriate tests. -The success of the whole project is dependent on the physical properties of the sheet, because it must survive the cigarette manufacturing 4/ C=> BATCo document for Legal Services Health Canada 22 October 1999 4 Processes without excessive breakage. If necessary, strengthening additives, e.g. cellulose derivatives, will be incorporatecl. Filtration_Studies Recent developments of the filter manufacturers have demonstrated that improvements are still possible in particulate smoke filtration, while vapour phase filtration is still in its infancy from a marketing viewpoint, possibly because to date there have been no strong external nressures. It is not yet known whether or when the publication of measurements of specific vapour phase components in the U.S.A. will be required. Assuming Canada follows suit, it is likely that deliveries of carbon monoxide, hydrogen cyanide and acrolein will be reported. The main objectives in filtration, in the most part shared with the Product and Process Development Department, are to provide products having improved particulate filtration, preferably with considerably lower efficiency for nicotine than for TPH, and to develop acceptable vapour phase filters in preparation for their future use. Filtration research will centre on the design of new vapour phase filters, involving one or more of the following: Additives on fibrous filters (chemicals or adsor~,ents,applied by the slurry technique). Additives to filters made from sheet e.g. paper. Additives supported on a granular material in a triple filter. Ventilation. It is important in this work to achieve suitable efficiencies without producing a marked change in smoking propertics, the traditional drawback in using charcoal. Collaboration with the Flavour Croup and Leaf Blending Department is expected to help in tackling this problem. While the laboratories of other BAT group members are deeDly involved in filtration research, it is the responsibility of the major 5/ -Mlb -MM. cn BATCo document for Legal Services : Health Canada 22 October 1999 5 operating companies to develop filter concepts, derived in-house, within BAT or externally, into R & D processes and products, and to aid in the refinement of these for commercial utIlLzation. The proposed highly flexible filter-making machine will be of great help in this work. Biological ~Lor~ The objective of the biology research group is to develop meanineful short term bioassays and to use these tests, or tests designed elsewhere, to guide the development of the Company's smoking products. Currently available tests are inadequate. so that the group's efforts will be divided between assay development and routine testing. Changes in biological activity. as a result of developments in the reconsti- tuted tobacco programme, will be measured by the group. In addition, the systematic application of the previously listed tests to the smoke from a selection of the Company's products will strengthen the guidance of product development. Some of this testing can be- undertaken within the biology and smoke chemistry groups, but a satisfactory coverage can best be achieved by the addition of a new technician, dedicated to routine testing. The biology group's exploratory research Is aimed at deriving principles on which bioassays can be based.. One approach is to see whether smoke can produce any of the biochemical changes associated with the aging of a living system, for example, by studying as a model the reaction of -Xt k-,At ? hemoglobin with smoke solutions. Another approach involves studying the effect of smoke condensate on those parts of cells which contain the enzymes responsible for oxidation reactions. C> -J C', BATCo document for Legal Services : Health Canada 22 October 1999 6 Leaf Development Another approach to lowering tar from cigarettes in to modify the tobacco either through introducing genetic changes or altering the cultural practises. In this context the Canada Department of Agriculture Research Station Delhi has a 5 year multi-disciplinary research program with the objective of producing "safer tobacco products, mainly cigarettes." They are seeking the guidance and co-operation of the industry and we should be ready to participate. Furthermore at the recent Group Research Conference it was agreed that Canada was in the best position of any of the members to engage in leaf development. Although the likelihood of successfully breeding for lower tar is considered by some authorities to be rather remote one of the varieties currently licenced for growing in Canada produces some 15 or 202 lass tar than the other licenced varieties without a reduction in nicotine. While this gives rise to some optimism, our feeling is that the most successful approach will be through a variety with higher nicotine (which is genetically controlled) but at no increased tar level, then to filter both down using a high efficiency filter. While the Dept. of Health is urg-ing a reduction in both tar and nicotine we believe nicotine in cigarette smoke should be maintained around current levels and we also believe that Mr. Vickery, privately, is of the same opinion. Little is known about the effects of cultural practises on tar yields as this property has not been generally measured for such ex- periments due to the necessity of first manufacturing cigarettes. However it will now be included in Vickery's program, and considerable/is already known about the influence of growing practices on nicotine. 7/ BATCo document-,for Legal Services : Health Canada 22 October 1999 7 In these areas of leaf development an industry approach would be welcomed by Mr. Vickery and it Is recommended that the industry should agree upon the objectives towards which it and the Dept. of Agriculture should work. It should be mentioned that we are pursuing the possibilities of introducing modest reductions in tar while maintaining nicotine through selective use of certain grades of leaf such as ITG (Bristol) have accomplished. 10 cc BATCo document for Legal Services : Health Canada 22 October 1999 a Miscellaneous Work In addition to the main areas of research, the departmen.t Is confronted with numerous shorter term problems, to be solved in cooperation with other groups within the Research and Development Division. These Include the following examples: (1) Fermeitation Prnp--- 0-- "---DjLLobaccS: in transfering the chewing tobacco process from Granby to Montreal, Manufacturing Department wanted to make the operation more hygienic, and asked Research Department to see whether fermentation was possible under such conditions. The nature of the fermentation has been studied, and tests on a pilot batch scale are in progress to establish more satisfactory conditions for the fermentation without losing the desirable qualities of the chewing tobacco. (2) Factors Affectint Tar Production of_gjjLars: very large differences have been observed between tar deliveries of Old Port tipped and plain end cigarillos. apparently because of wrapper variability. At the same time It has been noted that the deliveries of our own products are much-higher than those reported for the equivalent product made by General Cigar Company, U.S.A., despite the products having common filler and wrapper. To determine the reasons for these differences, a collaborative study In In progress to compare samples produced by the U.S. Company and ourselves. (3) Sweettners in Compatito ar Ti : The Company's patents, P-8 governing the use of sweeteners in plastic cigar tips, are being challenged by the Simon Cigar Company. Protective support is being given by the Department in identifying and measuring the sweeteners, and in finding the mode of application.
