Largely because of US legal constrafnts, the"---
industry has not so far found a matisfact6ry way of-----
communicating product changes to consume rxT-"Ct6Fs,
authorities. media and employess. This lack of
response can be taken by some to imply guilt. The
industry aunt find a way of overcoming this constraint
if it is to attain credibility.
The vote proposed that the future 3ATCv stance
be based on:-
1. Industry acknowledges (but does not accept) the
strong body of opinion that smoking Is
associated with risk. - . . .
.2. Industry has been highly responsible in
undertaking research and in working closely with
medical authorities; while at Ahe same time
spending to the views of governments, the

dical profession and the consumer by
substantially reducing product deliveries. In
doing this. it has not the Increasing consumer
demand for such products.
3. Whilet It In by no means accepted by the Industry
as conclusive, there Is growing epidemiological
videnos derived by third parties'(who ar

supports the trend to lower deliveries.
Item 3 above poses a problem In that, by
communicating the statistical evidence It could be
implied that the Industry previously believed that
smoking van dangerous. This of course In not the case.
Until thIs dilemma In resolved the statistical evidence
cannot be used In a public stance although It can be
used in private discussions with doctors, WHO, *to.
Dr. Blackman will arraije to' consider this 'further with
Millbank and B&W legal and public affairs departments,
and It will be discussed again In the smoking issues
session at the MG planning meeting In January.
In the meantime. on the basis of points I and 2
above, Dr. Blackman *will consult with Mr. Otowart Lockhart
with a view to issuing Invitation to visit GR&DC to bodies
such as the 'Ranter' committee, DRSS, medical authoritleo
and selected KPa and media. Dr. Blackman will keep 2AC.
Informed. It was felt that at this stage any press
advertising should be done by TAC.
Dr. Blackman will also discuss with other
Directors, Chelwood, Mr. Raddon and Mr. Xy with a view to
giving talks In order to communicate our stance as widely
as possible within the Group, including other Operating
Groups
