Dow 4th August, 1983 SMOKING AND HEALTH A great deal of discussion is now going on about Smoking and Health. Without wishing to cross lines, I have been discussing with Anne Johnsod a possible alternative approach and you may like to see our first sketch. The idea here Is that we should try to got the absolute core of the argument an to one single page which contains a simple series of factual statements. See the attached rough draft headed "Three FACTS about Tobacco". Of course at this stage I am not insisting that these are the definitive points, it is the concept that I would like to present to you. The idea is that this single page of bold, factual statements should then be supported by a set of briefing documents. For ocample, there would be a briefing document on'Causation.P There would ba another on "Anomalies and Contradictions". There would be we an "Innovation" - and so on. Whereas the single statement Is short and direct, the briefing documents would be developed at whatever length is necessary to support the original assertion. But these documents are not written as general factual documents, each one is a carefully prepared collection of evidence designed to, establish the truth of one of the factual statements In the main paper. Finally, it is an integral part at the concept that everyone of these papers would be printed and freely available. They would be on people I a desks to be referred to at all times and to be handed out toall interested parties. The master statement is so small that it could be put In a folder In *very employsie:s pocket and any one who challenged any of the statements could be neatly referred to the appropriate briefing document. I hope you think that this Is a helpful approach. As you knows I was very quickly impressed by the weight of evidence which already e3dats on this subject and I am sure that the task we face is essentially am of marshalling the evidence that we have so as to attain a clesrl@ r1i deftowi goal.
