A Resume of the Tobacco Indactrg Position Kevin Barmn MP is sponsoring a Private Member's Bill which seeks to ban tobacco advenisin~ land sponsorship) in the UK. The Bill is due for its Second Rading on Friday, I I February 1994. The UK Tobacco Indlcjtrj strongly opposes this unnecessarj and unjuslif~ed Bill, for the fellowing reasons: 1 Advertising does not mnkeplople sion smoking Them is no convincing evidence, from anyuhere in the world, that tobacco advertising encourages any individual, including children, to narr smoking or smoke more,.Rucareh consisrenriy shows that peer pressure and the example of parents and siblings to be the decisive reasons why individuals start to smoke. Where children are concerne4 the key Government Su~cy - "PJhy Chiidten Loke" (OPCS 1995) swnmarised the seven maid reasons why children start to smoke: tobacco advertising was nor one orthem. t, Bans elrewLre have not rednced overall tobacco consumption It is dear rhnt a ban on advertising would make no difference to the level of smoking in the IfK, In several European counPics where bans have been imposed, such as Norway (banned in 1975), Iceland (1977) and Finiand(1978), by 1992 the level oismoking had increased by 3%, 21% and I% respectively. In Canada and ~ew Zealand, powerful economic factors (tax increases in Canada, economic recession and tax increases in New Zealand) have been the major Factors in the reduction in tobacco consumption in both counhia, nor advertising bans. j. lig-lmoking is in long I~rm decline Official figures show that the reduction in annual UX cigarette consumption be~hiecn 1980 and 1990 has been far greater than all other EU Member States with the exception of rk Netherlands (which also permits advertising), In Facg from a peak in 1913, ~K ciga~z sales have fallen by nearly 35%, despite the presence of tobacco advenising and sponsorship. 4, Tobacco companies need to ndve~ire to compete with ~nck oP~r Tobacco companies advertise to build and defend market share for their brands within a marks which is in hi term decline. About 7% olthe UK's 16 million smokers switch brands each year, and a further ?6% regularly smoke more than one brand. This adds up to a potential retail ma~a sector worth around fj billion each year, man than justi~ing the ESO million the LIK tobacco indus~y spends on advertising each year. 5. Smoking 6y children is decrearing The level of smoking by children in the UK has declined in the long term, Benvetn 198j·199!, Imo%in~ among I I·I~ year olds has fallen by i percentage points in En~lan4 3 percentage points in Water and 6 ptrtt~q poia in S~orlai. ~cardiap rp Ihe OPCS ( Smtin~ Amang V: Lcondcn School P:idren i99!').
