MeBride, imasco Clit; PDF -!::!!::!!::!.f3 StlC.i: 0111 DRAFT QM$n snld(ers to protest unfair tobacco taxes Ottawa, May 21, 1991 · In the next few days, Canada's 6,4 million smokers of voting·age will have an opportunity to tell the country's politicians that they are fed up with excessive, unfair tobacco taxes, In most instances, smokers will be using protest forms which will appear on the slide portion of packages of 25 cigarettes of most Canadian brands. these forms can be mailed postage free to Prime Minister Brian Mulroney, They say: II am of voting age. I want you to stop the unfair taxation of tobacco products in Canada. What are you going to do about They will also ask the Prime Minister to respond in writing. The last federal budget imposed a cigarette tax increase of 56.00 a canon, and of poponionate amwnls an other tobeeeb paduca, not including GSf. These federal increases, the largest ever levied in Canada, have been compounded by a series of increases in provincial tobacco taxes, including those in the recent Ontario and Ouebec budgets. According to Statistics Canada, tax increases were the single most important contributor to an increase of 0.4% in the Consumer Price Index in March 1991, Total federal and provincial taxes applicable to tobacco products now represent as much as 751 of the consumer price in some provinces. They now represent a sum of approximately $1,300 a year for a typical 20 cigarette a day smoker, Canadian tobacco taxes are among the highest in the world, To illustrate: the tax component of the selling price of a package of 25 cigarettes is 14,38 in Windsor, Ontario: in Detroit, just across the bridge, the tax component of the selling price of the same package of cigarettes is 74 cents. ISmokers have been calling and writing our member companies to protest the tax increases imposed on tobacco products in these latest budgets,~ said Canadian Tobacco Manufacturers' Council President, William Neville. Clit; PDF -!::!!::!!::!.f3 StlC.i: Dill ~Smakers came to the manufaCturers out of a sense of helplessnoss,l continued Neville, cThey felt that they were lone, unheard voices, and were frustrated and angry. That is why we decided to do what we could to help them vent that frustration and anger.l Neville added that, while the protest forms were addressed to the Rims Minister as leader of the federal government, cthey are. in fact, aimed at delivering a message to all governments and politicians, federal and provincial, that smokers have had enough,, Smokers wishing to express their protest will be able to obtain their forms either in 25's cigarafte packages or from retailers of tobacco products. To advise smokers of the availability of protest forms, and to inform them how to make their voice heard, newspaper and radio advertisements will he placed in major news media. The campaign is supported by the tobacco growers of Ontario, Quebec, New Brunswick, Nova Scotia and Prince Edward Island, by the National Association of Tobacco and Confectionery Distributors, by the Bakery, Confectionery end Tobacco Workers' International Union, and by the Smokers' Freedom Society~ Spearheading the group is the Canadian Tobacco Manufacturers' Council (CTMC), an industry association representing Canada's three major tobacco manufacturers who, collectively, produce 99% of domastic cigarettes sold in Canada. The three member companies of the CTMC are: ImperialTobacco Limited, RJR·Macdonald Inc. and Rothmans, Benson & Hedges Inc. ·30· Source: Canadian Tobacco Manufacturers' Council, Ottawa Contact: William Nevle, President Jacques laRivLe, Vice-President (613) 238 2799 Clit; PDF -!::!!::!!::!.f3 StlC.i: 0111 BOSTON TEA PART1 II POSSIBLE OUESTIONS AND APPROPRIATE ANSWERS Why do You call tobacco texas 'unfair'l Ask anyone who is a participant in the tobacco industry, whether growers, employees, wholesalers, etc., how they feel about tobacco taxes, ~UnfaB is the one word most likely to be used. Smokers, in particular, have a stlwlp sense of being discriminated against by the current level of taxation. Your Idvenisinp refers to 6.4 million smokers in canada. This figure seems high, par6cubrly in light of povemment figurer. How do you justify using this numberl This figure is derived from government data. See, in particular, a most recent report entitled ICanadian end Smoking: an Upda~e~, prepared by Thomas Stephens, Ph,D., for the Tobacco Programs Unit, Health Promotion Directorate, Health Services and Promotion Branch, Health and Welfare Canada, dated January 1991, This figure has been confirmed to us by another source, a wall·raputed Canadian consumer research organitation, eanadian Facts, who said: clt is estimated that a total of 6,42 million Canadians 18 years of age and over claimed to have smoked in t 990, This estimate is accurate within 3.22 19 times out of 20,, Therefore, we consider t~iJ estimate to be the most accurate one cunently available. You say ttis ir a protest campaign by smokers, yet you are providing the protest fwms and placing the advertisements. isn't this really I protest by the tobacco companiesl No. One must remember that the tax on tobacco products is ultimately paid by smokers, not by the manufacturers. Following the last federal budget which imposed record tobacco tax increaser, many smokers called and wrote us to protest, and to ask for help, Consumer research in three provinces confirmed these frustrations amongst smokers. That iswhv we decided to help smokers express their frustration, Obviously, we share the frustrations of smokers and we ale happy to provide them with a tool by which smokers can express themselves. Do not these factors make you the originators if not t~e promoters of the protest ampaignl yes, we chose b~ language of the advertising campaign to reflect the opinions of smokers, But the reason we are involved in this campaign is the strong message which we have received from smokers as a result of the last federalbudget, However, we are wlly serving as a conduit ior the conveyance of smokers' frustrations to gwernments. Whether any one of Canada's 6.4 million smokers decides to take part in it or not will ewclusively be their personal decision, Ir;not the legitimacy of a private, mull·biUion ddlar industry getting involved in II political campaign of this natre somewhat questionablel This is not a political campaign in any partisan sense, It is a protest campaign that allows some 6,4 million Canadian smokers, who have long been fiscally abused and discriminated against by governments, to let their political leaders know how they feel about the fiscal treatment they have received. Cigarette package slides may be an unusual tool for doing this, but that does not mean that the exercise is any less democratic or legitimate for it, The simple, basic fact is this: it is entidv up to each and every smoker, as an individual, to take this opportunity to register their protest against unfair tobacco taxes. So you find it le9ib:mate for an industry aueh as yollrs to advertise aIPotest campaign which contains a veiled threat of changing the povammentl None of the material used in this Protest calls for a change of government, It is not for us to say to smokers who they should be voting for. This is not a political campaign in any partisan sense, All it addresses a the issue of high tobacco texas. Clowever, although the protest terms are addressed to Ottawa, we are certain that all politicians, both federal end provincial, will take note of the strong message smokers will be conveying to the federal government. Why does not your campaign address them as welll Our survey of smokers indicated that they consider the federal the driving force behind ever increasing tobacco taxes. The ab~b~ea~on the protest forms reflects that. Finally, the convenience of the/f;ank)made it easier for smokers to express their opinion. However, altho~fhe protest forms are addressed to Ottawa, we are certain that all politicians, both federal and provincial, will take note of the strong message smokers will be conveying to the federal government. but you have 8 commercial interest in this campaign too. Have cigarettes sales dropped since the last federal budges Of course we too have an interest in the issue of high tobacco taxes. However, the protest forms are meant to permit smokers to express their opinion about their own problem, not ours. As to current cigarette sales, some Statistics Canada figures have been released on the matter, for the first four months of 1991, they shaw a decrease of 8,7k in cigarette sales for the period. What about smugplingl The cause of rmugg ing is simple: Canadian tobacco taxes are much too high in relation to those in the United States. To illustrate: the tax component of the selling price of a package of 25 cigarettes is $4.38 in Windsor, Ontario; in Detroit, just across the bridge, the tax component of the selling price of the same package of cigarettes is 74 cents. Merder to employees B retirees May 8, 1991 Dear colleague: I take this opportunity to inform you of the upcoming protest by Canadian smokers against unfaictobaoeo taxation, In the next few days, Canada's 6.4 million smokers of voting age will have an opportunity to express their dissatisfaction directly to Prime Minister Brian Mulaey, The protest will be carded out in the following manner. The Canadian Tobacco Manufacturers' Council will be placing newspaper and radio ads in major nea media to advise smokers, who wish to register their discontent, of the availability of these .protest forms, The farms will appear on the slide portion of packages of 25 cigarettes of mast Canadian brands. They will also be available from retailers of tobacco products, These fonts will state: 'lam of vob'ng ape. I want you to stop the ~nfair taxation of to~aeca pmducts in Canada. Wl~atan, yougoing to do aboutill" They will also request a reply from the prime minister. As you know, the last federal budget imposed a cigarette tar Increase of $6 a carton and of prapanianate amounts on ether products, not including GST, They were the largest tobacco tax increases ever levied in Canada, Total federal and provincial taxes applicable to tobacco products now represent as much as 750/0 of the consumer price. Not surprisingly, a certain sense of helplessness has been detected from the number . of smokers calling or writing CTMC member companies protesting the latest tax increase, Therefore, together with the CIMC, we decided to give them the opportunity to voice their protest directly to the prime minister of Canada as he has the greatest control over tax policy, For your information, please find enclosed a copy of an ad which will soon appear in Canadian news media. Some protest slides are also enclosed should you wish to use them, As we are all concerned by what is laking place, I hope Canadian smokers will take advantage of this latest CTMC endeavour to curb unfair tobacco taxes. In Quebec, the increase is in the 80 per cent range, with halt of that coming over the last two years, The (priee) index of tobacco and liquor products represents six pc cent of the overall Consumer Rice Index, It is not a negligible component, Considerable tax hikes on tobacco products therefore conaibute in pan to feed the onset of inflation, But that's a all, By raising the taxes on tobacco, we eventually end up by reaching a threshold where these taxes bring less and less money to the coffers of the State. In his lag budget, farmer Finance Minister IIichael Wilson recognized that the critical level had been reached The document forecasts that, despite a large increase in taxes, federal revenues from this source will drop precipitously: 51.4 billion for the current exercise, and will slip all the way down to S980 million in three years.
