PROGRESS REPORT 1 ST QUARTER, 1982 PROJECTS There are currently 16 projects. Major developments during the first quarter are summarized below. 1. No. 1: Mobilization of leaf growers and related interest grouvs. Thirty-one NMAs and member company affiliates returned questionnaires on use of condensed version of EIU leaf study in connection with international agency meeting in November and for local industry communica- tions. Project team completed compilation and analysis and is preparing recommendations for mobilization strategies for NMAs and lead companies. 2. No. 2: Asia Regional Workshop. To be held April 27/28 in Hong Kong. NMA or lead company representatives to attend from Malaysia, Singapore, Hong Kong, India, Indonesia, Pakistan, Philippines. 3. No. 13: CATAC Follow-up. Consultants Tret with Swiss, French and Dutch NMAs, two of which have establis-ed programs incorporating CATAC elements. Argent-ne advertising association planning program along CATAC guidelines. Project team now preparing 1st issue of CATAC communiqud for NMAs, lead companies, employee booklet for member companies and revision of main CA;;1AC paper for use by international advertising associations. INTER14ATIONAL ORGANIZATIONS 1. Follow-up contact made with key delegates to inter- governmental agency referred to under Project No. 1 above, and in ILO. 2. Coordinated effort effected positive changes in resolution of European Parliament. 3. Visited International Chamber of Commerce to explore possible areas of cooperation. REGIONAL COORDINATION - MIDDLE EAST/AFRICA 1. Concluded induction visits to member companies. 2. Visited Zimbabwe NMA and met representatives of memer companies. Advised on NMA appointment smoking issues officer to handle relations with INFOTAB. 3. On three-country tour of West Africa, attended industry C=) meeting in Senegal on application of new law restricting \-0 cigarette advertising; met with major manufacturer in co Ivorv Coast to assess attitudes towards smoking and ___1J c0 __`J 41 _1 BATCo document for Province of BritiSh Columbia 27 October 1999 possible future developments; visited Nigerian NMA anc attended meeting of NMA's General Advisory Council, grouping manufacturers, distributors and growers. 4. Chaired two meetings of Middle East Working Group to agree united industry response to law in Egypt restricting advertising, requiring caution notice and t/n listings on pack. (See Annex I for overview of developments in the Region) In addition to geographic responsibilities: 5. Continued to progress Economic Contribution Model for lesser developed countries, as project team leader. Met with consultant in New York to review total project, revise plans for test countries. 6. Participated as team member in two meetings of Project No. 1, and distributed questionnaires to NMAs, lead companies. INFOR~IATION SERVICES 1. Processed 26 requests for information from NMAs, member companies and consultants. Analysis of same shows continuing trend of requests for strategical ly-tailored information, rather than raw documents. 2. Sent 12 mailings to NKAs, lead companies and member company HQs on variety of subjects. 3. Sent out EEC Reports Nos. 6-9. 4. Mailed out first issue of "INFOTOPICS", one of a new series of four publications: INFOTOPICS Summaries of public information INFOGRAM Report on industry programs INFODATE Report on meetings and events INFOBRIEF Analysis of issues and trends 5. Sent NMAs and lead companies questionnaires on NMA structure and industry action; taxation; and national legislation. Received replies from one-third. Analysis underway. Also started drawing in base documentation from variety of other sources, primarily in industry. 6. Started build-up of computerized data base. Abstracted some 600 documents and entered for computerization. Tested computer program for data base on legislation. 7. Organised and chaired first meeting of 11-Nation Study project. 8. Visited Greek NMA, which subsequently joined INFOTAB Nb1A A-- network. 2. Costa Rican NMA held official inauguration. 3. Local companies formed Panamanian NMA. OTHER 1. Transferred main bank account to Algemene Bank Nederland. Maintained smaller account at Banque de Commerce for standing payment orders. 4. Tax authorities ruled INFOTAB does not qualify for 30% income tax deduction for foreign employees. 5. Completed alterations and most furnishing of new offices. Egypt The final version of the executive regulations of law 52 were published on January 2nd but left many questions unanswered. The Minister of Health was replaced twenty- four hours later, but a meeting was held with the new M.O.H. on March 15th. Major technical concerns were discussed and resolved but the Ministry was unwilling or unable to clarify the sections on the advertising re- strictions and clarification of these is now in the hands of the media-owners. The duty-free trade is not sure whether it falls under the act or not, but the industry has sent a joint letter to the duty-free management pointing out that health warnings and T/N ratings are not normally required cn D/F stock. B. Yemen Arab Pepublic In a surprise move, probably designed to fend off criticism at the next Gulf Health Ministers Conference, the Ministry of Economy of the Y.A.R. introduced a decree on February 22nd requiring a health warning on all packs by March lst. Following industry representation, it is now believed that the decree will not come into effect until December 1982 at the earliest. 2. Africa A. Senegal Following the failure of the industry to agree on a voluntary code in time, the Senegalese government intro- duced an advertising code based on the French law. The driving force behind the law, a Health Ministry official, intends to influence other Francophone West African countries, and also to address the UICC/WHO workshop in Swaziland in April. B. Malawi The World Bank has agreed to fund a five-year programme to improve the country's wood resources. Most of the wood used at the moment is for curing tobacco. D. General The UICC/WHO are holding their first African Smoking and Health Workshop in Mbabane, Swaziland from April 26th-28th. Twenty-three African countries have been invited, plus two from the Middle East, Kuwait and Egypt, where workshops have been held previously.
