VISIT BY OR L C F BLACKMAN TO IMPERIAL TOBACCO LIMITED, MONTREAL, CANADA 5-6 fleceniber 1933 The object of my visit was to get up-dated on the organisation and activities of the R&D Department. I found that striking changes have occurred in the last eighteen rionths under the new Vice President. Dr P J Dunn - aided very significantly by the secondment from GRFUC of Dr S R Massey as Research Manager. There is no doubt now that the previous Vice President R&D left a messy organisation and a poorly documented Work Programme. We have, in fact, just received Canada's Work Programme for 1984-86 which runs to 185 pages. 11opefully, this document will inspire 11511 and Australia to produce the equivalent - which would then mean that the five CAG Companies and (;R~UC would all have a fully docunented and circulated Programme. The vast majority of the Canadian work is directly related to current or planned product and process neQds. Out of a staff of 72 only 4 work on long term research - and in all cases, the work (which relates to biological activity and s,ioking behaviour) is fully integrated with them GR&DC Programine. The total R&D budqet for 19,31 is S5 million, of which 11.2 million is the levy for the Group Research and Oeveloprient Prograinne at Southampton. I had a detailed discussion with thp. FinAnce f)irector on this and found that there Is no longer any problem with the Canadian Tax Authority. It is likely that the HAD Department will shortly assurne responsibility for certain ele,nents of central ciaoufActuring, eg secondary manufactue of samples. There will also be limited recruitment of professional staff over the next 2-3 years.
