Politically, the militar.- regime is progressive
and benevolent but bureaucratic and not popular
but
stable; and our inves7ment is secure. The economy,
based on oil, is booihing and -.:resents
opportunities
for diversification. The climate is favourable
for an increase in pu-tlic participation from the
present 10% to 40%.
Low factory productivity flows from low morale
and requires a change of attitude by the whole
management. African managers do not sufficiently
identify with management. There is a need for
continuous education and better communication on
the
responsibilities and involvement of managers.
