Also on June 10th I said that the date aiven for implementation of major provisions of the Bill was unrealistic and that nunerous proposals needed immediate clarification. 2 CD C:D BATCo document for Province of BritiSh Columbia 29 October 1999 I On the evening of June 10th I had the opcortunitv of a brief telephone conversation with the Minister of National Health and Welfare and reiterated the urgent need for attention to such matters as: a) the future of the outdoor advertising industrv; b) the -future of Canadian consumer magazines; c) the future of our association with and sponscrshin of many cultural and sporting events - all cf which t*,e Bill placed in jeopardy. Most distressing Is that since June 10t.'- this -;nd-.;str-, has been in a turmoil as a result of B-411 C249. Manufacturers are caucht in t.-.e middle cf the bind. Because the Minister has not clarified important pronosals the manufacturers have been i.,npcrtuned ty their own marketing pecple, bv advertising agencies, Dy media and by cultural and sporting organizations to tell them what we would be planning to do for 1972. Faced with these concerns and especially with the urgent need for marketinc planning for 1972, the four major Canadian tobacco manufaczurers ha7e revised the industzv's exiszinz voluntarv cicarett-2 advertisina code. The revised ccde will end cicarette advertising on radio and TV on January 1, 1972. A cautionary nctice will be =rinted on all cicarette packages. T~iese packages will -be introduced as early as techn ically feasible which is a'--cut At)r-;-! 1972. Our decision to end radic and --7 adverzisinc will azcreciablv reduce industr-., advertislna exmenditures 1- measured media. We consider t`_~s is a lca.4ca-; sten i:ecause we must arovide 1972 guidelines fcr our marketing divisions, our agencies and the advertisinc media. We must also respond to the very real concerns of the tc-'-acco growers. We have attemoted to answer to the intent of Bill C248 without placing certain segments of the business, coruiunications and agricultural ccrtmunit-;es in jeopardy. This action does not imply any change in the industry's basic position on the smoking and health controversv which is that cigarette smoking has not been demonstrated to be the cause of any disease and that the present indictment is based essentially on statistical information.
