1. PRODUCT DEVELOPNTENT GROUP PROJECTS
C HURC HILL /COLLEGE
The results of consumer tests on the U.S. blended
cigarettes arising from CHURCHILL /COLLEGE are
expected to be available in February/March. PLS
LOW DELIVERY PRODUCTS
Samples of TINIER cigarettes have been sent to B.
& W.
for assessment against the VIRTUE series and other
competing experimental c*Lgarettes. Samples of
these
cigarettes are also expected to be received in the
U. K.
shortly for laboratory assessment.
A further batch of Central American Brand X
cigarettes
is now being received and a final assessment has

Mr. Sheehy asked for steps to be taken to ensure
that
New Zealand have all the information they need on
low
delivery Virginia cigarettes. FH
Dr. Haslam. reoorted that, in the POINTER
exercise,
two Virginia cigarettes are being developed, the
first

Dr. Haslam reported that two new low delivery
Virginia
products are currently being consumer tested.
GAS PHASE DELIVERIES
Companies throughout the Group in potentially
sensitive
gas phase situations have now been approached on
the
position-inc- of their brands. Replies will be
collated and

reviewed as soon as they are all to hand. FH
In order to enable a fuller gas phase picture to
be
assembled, the determination of acrolein,
crotonaldehyde,
and acetaldeh%rde deliver;es from the series o-f
cigarettes
used in the WADER work has been put in hand.
HEADLAMP
U. S. blended cigarettes containing Duolite are
now
scheduled for manufacture prior to consumer
testing
starting in Switzerland at the beginning of
Apr'-1.
COMPENSATION
It was agreed that Project CRICON would be
initiated
with the objective of examining the reactions of
consumers to cigarettes having the same smoke
delivery but using diflerent means of deliver.v
reduction
and, hence, having diff-Ferent potential for
corrpensation.
In the first instance, three sample cigarettes
will be
manufactured. FH
CONSUILOER PRODUCT TESTING
Dr. Haslam raised the growing problem of masking
cigarettes for consumer product test purposes, in
particular the problems which are now arising with
the masking of ventilated cigarettes. it was
confirmed
that work has been put in hand in an attempt to
develop
alternative -.%-ayp of dealing with this problern.

Further samples are being arranged for Mexico and

out in hand.
3. TOTAL PRODUCT DESIGN
Dr. Hook presented his paper on total product
design.
It was agreed that promising progress had been
made
and that steps should be taken to introduce the
technique
for wider assessment within the Group. The

ACTION
It was agreed that this work will probably require
an
interchange of visits in company with leaf
blenders in
order to effectively manage the transfer of the
technique.
Brazil will be approached with a view to
developing the
technique for use with blended cigarettes and the
subject
of total product design will be put on the agenda
for the
forthcoming Research Conference. Further research
will be directed to the development of the
procedure for
use in new product design. SJG
4. FLAVOUR IWANUFACTURE
Mr. Conway joined the meeting to discuss the
flavour
activities in R. & D. It was suggested that steps
be
taken to develop a more systematic approach to
flavour
development, to encourage positive and critical
feed-
back on all flavour samples submitted to
Associated
Companies and to obtain a wider understanding of
the
language used by flavour developers.
It was also agreed that more aggressive
origination of
new flavours should be encouraged using the
consumer
assessment procedure in course of development
between
R. & D. and Market Research Department. The
priorities
for flavour development were clearly identified as
low
delivery cigarettes in the U.S. blended, European
blended DEC
and Virginia categories. PLS
5. SAMPLE 'MANUFACTURE
The R. & D. investigation has been delayed.
However, a
paper will be prepared for the next meeting. SJG
6. SIDESTREAM
Research proposals have been recently received
from
England, Grosse and these will be circulated to
the
members of the Committee. PLS
7. 1%-TARKETlNG/R. & D. INTERACTION
Proposals have been communicated to the U.S.A. ,
Canada
and Germany. Discussions are still in hand and a
decision
to go ahead will depend on the outcome of these

CO-ORDINATORS, 21st./22nd FEBRUARY, 1973 -
SOUTHAMPTON
It was confirmed that 16 Directors and
Co-ordinators
would be attending the Product Knowledge Seminar,
due to
start at 10. 15 a. m. on Tuesday, 21st February. A
revised
programme has now been finalised. FH
EXANNIINATION OF BRANDS FROM SINGAPORE
Report RD. 1550-R was introduced by Dr. Ayres. It
was
decided that Mr. Tice should be approached with a
view to
arranging a further discussion of the report's
findings.
PROJECT COWPER
Mr. Sheehy said he felt the report produced by
U.T.Co.
on the COWPER exercise was a very interesting case
study. Dr. Haslam will approach Mr. Marjoram with
a
view to circulating copies -of this report to the
recipients
of the earlier GLADSTONE case study.
CIGARETTE FILTER VENTILATION
A note prepared at 'Mr. Bowra's request
surnmarising the
views of a number of Associated COMDanies on the
anticipated role of filter ventilation in the
foreseeable
future was discussed and will be circulated.
13. OVERSEAS CIRCULATION OF P. D.G. 'MINUTES
Copies of the P. D. G. minutes have now been
circulated
to a number of overseas recipients for a period of
just
over one year. Dr. Haslam will write to these
Companies
to ascertain whether they wish this circulation to
continue.
14. GREEN LEAF THRESHING
Mr. Pritchard reported,that large dilf-ferences

and
confirmed that he would initiate work to ascertain
how
the improvement in size range is being obtained.

15. PROCESSING AIMERICAN BLENDED CIGARETTES
A meeting has been held in Millbank to discuss the
processing of tobaccos in the manufacture of
American
blended cigarettes. The conclusions of the meeting
were:
a) The cased Burley redrying process influences
the subjective character of U.S. blended
cigarettes depending on the extent to which the
tobacco is dried and heated during treatment.
b) Cold conditioning of Oriental tobaccos possibly
has similar effects but these are much less
significant and are more in the area of fine
tuning.
c) Burley processing conditions vary quite widely
around B.A.T. Companies. Oriental tobacco
tends to be conditioned with less variation and
at temperatures above ambient together with
some degree of vacuum treatment. Most B.A.T.
Companies case Oriental together with Virginia
and B. & W. are currently examining in
connection with their new export brands the
effects of casing Oriental together with Virginia
as opposed to not casing at all; they will pass
the results and products to Millbank for further
evaluation.
d) The Burley cased drying- process used by B. &
W.
has changed over the years since 1962 but
consumer studies indicated that these changes have
not been detrimental to the products.
e) In view of these discussions, Dr. Hughes said
that B. & W. will examine the merits of redryincr
cased Burley to a moisture content of 3~6, look
at what this means in terms of hardware, and the
implications generally in terms Of process
control.
This will be supported by investigations into
processing conditions which have been initiated
