Ayres Matters Arising From Previous Minutes ACTION a) Total Product Design Dr. Haslam reported that considerable progress has been made by B. A. T. (U. K. & E. ) in their evaluation of total product design procedures. A presentation has been made to the Malaysian Company and, in fact, work along related lines was found to be already in hand in Malaysia. A -weam of three experts will be visiting Kual'a Lumpur in mid-June to transfer detailed technology. Mr. Schaeffer from Canada has visited R. & D. Southampton and -'vli]Llbank for a ful.l appraisal of the procedure and details of the system have been sent to Brazil and to South Africa, Brazil's plans for the evaluation of the procedure on non-flue-cured cigarettes are awaited. b) Cocoa The Hunter Committee listing of approved C) CD additives to t6bacco was seen as a local U. DGF It was agreed that a limited number of measurements of the mainstream and side- stream deliveries from Swiss cigarettes would be made in R. & D. , Southa.-rpton as quickly as possible. C L-11- 1 PRODUCT DEVELOPMENT GROUP PROJECTS CHURCHILL /COLLEGE/BROLAXI A review of the consumer testing carried out on Projects CHURCh7ILL/COLLEGE and BROLATVI was presented to the meeting. These tests covered markets in: U. S. A. HONG KONG SWITZERLAND PANATVLA- COLLEGE COLLEGE COLLEGE BROLAINI CHURCHILL CHURCHILL T In broad terms, P- consistent picture was obtained across all the tests and these indicate that fairly close matches have been obtained with both MARLBORO and WINSTON, parity with these products being obtained but not preference over them. In view of the changed marketing strategy for VICEROY U. S.A., projects CHURCIULL and COLLEGE will be terminated and areport prepared and circulated, in the first instance to members of the M.P.D.C. FH Concern was e~mressed that the consumer test procedures used may not be adequate to indicate the response of smokers to the cigarettes over a prolonged period of time. PLS Dr. Haslam reported that detailed information on the BROLANI development had been passed to Finland, Hong Kong and B. & W. 1. 0. GYPSY Dr. Haslam presented the P. D. G. Is views on the project, namely: - a) A separation sh-ould be maintained between those projects which are concerned with "he develop- ment of reserve and future product technology, and "hose which are concerned with producing c4 garettes to real-time marketing objectives and with closely defined dates to meet. b) Although it is possible to increase confidence by consumer testing conventional products, it is not at present the case with new developments into areas in which the consumer has no current experience. c) The development ol"the GYPSY produc-1 might have been smoother had it started with a conventional low tar cigarette which was then developed towards "he required objective, rather than starting, as was the case, with a relatively unconventional series of designs. d) Although the original product brief called for a low tar cigarette which would be acceptable to middle tar smokers when compared with their middle tar brands, with hindsight it could be argued that the product should simply be more acceptable to middle tar smokers than e.-dsting low tar brands. For future development, the project will be divided so as to take two separate routes: 1. That to be followed by B. A. T. (U. The development, through the P.D. G., of low tar/high nicotine c--garettes, in which substantial changes in the tar to nicotine ratio are achieved. Project RONLkNY will continue to aim for the second objective, based on American blended cigarette designs. IGOR Details of the Virginia cigaret-.e which substantially meets the Gori criteria have been put to the Marketing Committee and panel testing is proposed. It has been suggested that anels of low ta-- smokers be set up to p evaluate cigarettes such as these. Dr. Green suggested that an opportunity should be sought to explain the development to Dr. Russell and seek his support for the concept. TI-LkTCHER In order to protect the Lori-1111--rd confidentiality agreements, further experimen-tal development work related to the brand TRUE wi-'-,! be restricted to seeking experience in the manufacture of the filter and an attempt to produce cheaper alternatives. PACKAGING GROUP Transfer metallisation The use of the name 'Aluglas' is being discouraged, the term transfer metallisation being preferred. Considerable interest exists in Central and South America in the exploitation of these materials, particularly in Mexico where "he possible use of metallised paper will, in all pr6bability, form part of the Company's plans for a new printing plant. Molins' One-Piece Pack Evaluation of the pack in consu=er tests in Malaya is now under way and machine trials in Southampton are progressing. A cost evaluation is being prepared and should be available for the next meeting. CIGARETTE FIRMNESS Dr. Ayres introduced a paper prepared on the measurement of cigarette firmness. It was agreed that a review should be prepared of the physical measure- ments which can be made on cigarettes and which are capable of use in inspection procedures as part of the normal factory routine. A list of such tests and test methods will be drawn up. SIDESTREAM ACTION CIA 5. 6. The meeting heard of the progress of the U.K. Joint Industry Board on Smoking investigation which covers questions of sociall acceptability. So lar, a qualitative study on sidestream has been completed and it would appear that it is the general smokey at=osphere which is objected to in confined spaces and that it is the smell of smoke, as well as physical discomfo-rt, which is criticised by non-smokers. Quantitative work is now in hand and the results are expected in early June. A presentation will be made to the Committee of these results as soon as they are available. WATER EXTRACTION OF STEM Work has been agreed and planned for Switzerland and Venezuela. Exact details of the process used by the Australian Company will be passed to both Switzerland and Venezuela as soon as they become available. SAMPLE ITYLk-NiTUFACTURE Preliminary proposals have been put forward by the Study Group. It was agreed that a site adjacent to G. R. & D. C. , using either new or existing prernises, was to be preferred. The most suitable situation appeared to be at the rear of the R. & D. car park. A revised proposal will, therefore, be out 1"orward based on the two possible sites in this area. Dr. Green will discuss this in more detail with Mr. Bowra. Details of the proposals "or both buildi--g and machinery " L will be sent to 'Mr. Sheehy and a budget figure agreed. It was felt that steps should be taken to improve the flow of information between Companies on flavours and flavour developments. To this end, a coziference will be organised to encourage a freer flow of infor- mation and to take steps to ensure that costs and secrecy are subordinate to the wider interests of the Group as a whole. 8. G. 13 and D. I. E. T. Dr. Green reported that the D. I. E.T. agreements are virtually ready to sign. One large plant will be purchased by B. & W., a small one probably by the Canadian Company, and it was suggested that a small .100 lb. per hr. package unit should be installed in the U. K. , built by an outside contractor rather than Airco themselves. A report on the D. I. E.T. product is in course of preparation, and this should deal with the changes which occur in tobaccos when they are processed by either the G. 13 or the D.I.E.T. processes. ~Iallaysia are arranging to have samples tested and it was confirmed that the y are very anxious to go ahead as soon as possible if the products are acceptable to I them. 9. What are the attributes of a cigarette which the smoker will be seeking in the next five to ten years? 2. What are the product options and techniques which are likely to be available over a similar period? 3. What are the priorities which product development and R. & D. should contribute? ACTIO.' C. were not to develop specific products but rather to ensure that the basic technology which Companies are expected to require is appropriately and speedily developed, preferably in anticipation of a marketing need. From time to time, a short presentation will be made to the Board by the Secretary on the projects being undertaken by the M. P. D. C. FH It was also agreed that supporting papers which are normally made available principally to the Committee prior to meetings will be made more widely available on request to the Secretary. FH 10. LEW KARALUS Dr. Green explained the procedure for receiving submissions from external inventors. These should all be passed to him in the first instance. A system of cross-checking is operated in R. & D. to ensure that all such proposals are given proper consideration and also to enable multiple approaches to be dealt with in a common manner. A recent approach by Lew Karalus cover "ng a cigarette filter was instanced. This had previously been put to B. & W. in 1971 and was rejected at that time. 11. REPORT RD. 1580-R Dr. Green suggested that an examination could be made of the influence of ash characteristics on consumer reactions. In the first instance, a re-examination will be made of the effects of sodium carbonate as an additive to paper, tobaccos and reconstituted tobaccos, CIA 12. REPORT RD. 1565 Dr. Ayres described the findings of Report RD. 1565, in particular the work on the determination of acrolein, a known irritant of cigarette smoke. Acrolein is only one of the irritants present in cigarette smoke and is not solely responsible for this characteristic in smoking terms. CIA 13. REPORT RD. 1591-R It was agreed to terminate work on carbons coated with poly(v,.nyl alcohol). 14. The meeting felt that the No. 1's of Companies in the Tobacco Division should arrange to visit G. R. & D.C. at least once every two or three years, while they are in the U. K. , in order to refresh themselves on the progress of developments and research work. 15. PROCESSING AMERICAN BLENDED CIGARETTES The progress of experiments on heat treatment of Burley and Oriental tobaccos will be reviewed at the next meeting. C GB 16.
