Thank you for forwarding the opinion of Chris Fielden which is certainly important and I will circulate it to other R & D Directors. In the meantime, and as one who was concerned with the drafting of paragraph 8 of the Product Modification and Research Agreement, I believe that what the industry was seeking was some understanding with the Government and with the I.S.C. that research conforming with the objectives of the Trust was going to be possible, and that further funds would be needed from the industry in addition to the E3 million provided under the orevious voluntary agreement. The sentence concerning the rate of further contribution was designed to limit the industry's obligations until the industry was satisfied that most of the previous fund had been spent usefully. TAC must assure the I.S.C. that it does not wish to control the research, but I would have thought that the independence of the I.S.C. and the work of the Trust would not have been at all prejudiced by the need for some assessment by the Trustees of progress.
