I wish to add support to your comments. Again, as one involved in the drafting of the Voluntary Agreement, there is no doubt in my mind that in spirit, anyway: a) "The uncommitted sum available" was intended to convey the bank balance less funds already promised not necessarily under contract, for the progress of existing projects and the initiation of new ones. b) "The review of progress" was as you said a reassurance by the ISC that meaningful research within the objectives of the Trust would get started and require further funding by the Industry in due course.
