Public Affairs Activity With reference to your request for a note upon our public affairs/lobbying activity, I s%~:Lse the position as follows: General Our broad approach to lobbying is low key, targeting key ind.Lviduals in the main legislative and Governmental orzanizations. The objective is to communicate our 1992 policies to them in order to influence future legislat-ion re:.atinq to our industry. The main thrusts of our lobbying are in the areas of Excise Bar--orLisation and Duty Free. The Europe Against Cancer area aLso forms a part of our activities but here we work much more with the overall industry because individual company ac--7ity is less effective and can be counter productive. Mu--*- of our lobbying is under-taken through the network of N~%'s and the CECCM both by BATCo. and our Operating Co=-.5anles. However, the note does not cover this aspect, but concentrates only upon BATCo- direct activities. BA,:Cz). does not currently have a Brussels based Public Affairs or lobby agency (PM & RJR both have a full time Puhlic Affairs specialist in Brussels, while Reemtsma have a pa= timer) - BATCo. has an information source in Brussels - Herbison - who also acts as an ad hoc arranger of meetings with key contacts but as our lobbying activity develops, '- arrangement is coming under greater strain. BATCo. has just completed a review of possible agencies in Brussels with a view to developing a clear public affairs strategy for European affairs, and will shortly be preparing a proposal to cover this area in order that our activity becomes more focussed and more effective. Excise - A top level lunch was held with H.M. Customs & Excise Harmonisation Commissioners Jefferson Smith and Wilmott, with Messrs. Bramley, Heywood, Bingham and Hill. Messrs. Bingham and Hill followed this up with a long meeting with Wilmott, to discuss the BAT excise plan. - A =eetinq with Commission excise staff was held in January w'~h Bingham and Hill being present. A further meeting was h;Id with Lefevre (the Commission official with tobacco U-1 excise responsibility) on March 1st to put forward the BATCo. excise policies.
