For some time, it has been increasingly apparent that the previous form of Programme had become ill-suited to describe adequately the work in progress. It was, in addition, almost impossible to discover what proportion of the effort of the Establishment was devoted to short-term, as opposed to long-term, research or what proportion represented work on behalf of other departments. Within the limitation imposed by a relatively small number of Project Cost Centres, an attempt has been made to meet these requirements while simultaneously outlining the changes in philosophy in both Research and Development, which have arisen with the passage of time. Thus Research with short-term objectives, largely investigations made in answer to requests and enquiries from Millbank, the Additives Guidance Panel, the Biological Research Committee or T.R.C., is described in Project Cost Centre 1000. Development work on behalf of other departments and Associated Companies is described in Project Cost Centre 4500 (Assessment of New Equipment) or 6000 (Application of New Developments) while Project Cost Centre 4300 (Packaging and Product Development) represents another area where cc-operation may. develop in the future. The philosophy behind the Research programme remains much as before:- the Q) 00 U-7 BATCo document for Province of British Columbia 9 November 1999 -3- design of a cigarette with good smoking quality but with minimal biological activity. To t~mt end, Project 3500 has been widened to include physiological investigations and Project 3300 (Smoke Quality) rewritten to provide a format for its logical expansion. Research into analytical methods and the development of new equipment have been reallocated to Project 2000 (Analytical Research Studies), together with the development of techniques of data handling for G.L.C. and feasibility studies of possible new approaches. Project 3100 (Factors Affecting Smoke Generation) has been redefined in order to emphasise the factors under study. Project 3200 (Properties of the Smoke Aerosol) is largely unchanged, while Project 3400 (Selective Filtration) has been slightly modified by the transfer of short-term research work to Project 1000. The Development programme has also been entirely recas-.. The removal of machine evaluations, packaging studies and applications of exitting developments to new cost centres has enabled the objectives of the Development work to be re- defined as "The Optimisation and Control of Tobacco Processing (Project 4100) and of Cigarette Manufacture (Project 4200)". As a result, both the development of quality assessments and instrumentation find their logical places under the appropriate sections of the Work Programme. Filter manufacture now has its own Cost Centre (4400).
