Minute 78/41 - One Piece T7-oe Pack Theoretical costings have now been comDleted for submission to the IIPDC, based on an assx.-.ed change from ELC to one piece type packs for both L7Z and Malaysia. These confirm preliminary estimates that the price advantage of the one pieze i e Pack is likely to be marginal in some . YID --- v territories principally because of the initial costs involved in royalties, packing machine c-hange parts and printers first costs. The last have been assumed on the basis of the "worst. case" but could be substantially less depending upon the layout finally adopted. A brief on the machinery supply position has been submitted to the IIIPDC by Nachinei:;y Services Departum-eat. Subseauent to this being prepared information has been received that GDX2 one piece packer cannot accommodattle the "inner frame debossing" feature and ItIherefore blanll--s would have to be pre "debossed" which is 1-i-kely to result in increased costs. Act4.c:i JKIII 78/L'.-2 RelationshiD of Material Properties to Machine 'Efficiency 0 Ref. minute ?8/31. a) Pira Project PKr/-7 - Packaping Line Efficiency Service B.A.T (UX & E) have now studied the report produced by Dr. Atkinson of Pira and consider that the following areas seem worthy of further investigation in depth. i) The style and type of crease on hinge Lid blanks. ifl Crease deadfold/adhesive interaction. iii Adhesive timings and possibly new adhesives to be developed in the light of the ODea times determined. iv) The effect of board caliper cha-nG-,:~ on machine performance. Jcularly i-,ith regard to film V) Film performa-rice, part- rigidity. Action : DCBINF. b) The prototype Molins ELP4 Simplex machine has been installed in Finland. c) The meeting noted that Brazil were carrying _put studies on modifications to HLC'pack:Lng in respect of:- i) "Compact" cartons ii) Lid tuck-in flap depth iii) Mitre cut modifications iv) Arrowhead cut-outs V) "Y cut-outs vi) Perforated foil. Conclusions have not been reached to date but it was noted that in respect of item (ii) preliminary trials have indicated that although the Molins packer will run with lid tuck-in flaps as short as 12 mm., problems with the flap fouling the contents occur unless the f laD is stuck down or unless it is 18 mm. or longer. (See a-so m1nute 78/51 below). d) It was noted that by the end of May Malaya had converted 6 x 20's ELP, 1 x Ts HLP and 2 x 6's ELF to "Compact". e) B.A.T (UK & E) reported that when converting packers to perforated foil/tissue they were encountering! difficulty in achieving 100% of packs with satisfactory foil bundle adhesion within the pack. investigations were continuing as a matter of urgency. Action DCB. 78/1'3 Lid Clos=e ProDerties Ref minute 73/33. The 111arketing Committee have now examined samDleL of BHSF 20's "Com-Dact" packs ex B.A.T (UK & E) and declaxed themselves satisfied with the reclosure of the lids after first opening. They,asked to see samples of SE555 Filter Kings 20's ELC in "Compact" size and these will be provided as soon as they are available. GRLC report that they have not carried out previous -work on lid closure properties but there is a development o.L khe Instrom test which can measure the force required to open the lid of a hinge lid carton. It was a-reed that it would be of int-erest if GRDC could carry out an examination of a range of hinge lid cartons using the modified instrom test together with a 4-Lsual appraisal and it was su-Clested that they should obtain a number oe- com-Deltitom' brands for this purpose together with. samples off "Compact" blanks now being packed in Malaya. Purchasims Devar-'Cment ad:741.se that comDa-rative cests of metallised paper and conventional aj~=iZ14,= foil have been quoted as follows: paperbacked BATCo document for Legal Services : Health Canada 18 October 1999 - 3 - Paperbacked foil Metallised Paper Silver foil/tissue 100 94 (saving 60%). Gold foil/tissue 130 113 (saving Silver foil/bond paper 119 - 109 (saving 8010 (These figures are on an area basist F.O.B. and are for approximately equivalent substance weights. They may be subject to currency fluctuations). Z8L45 - Transfer Netallised Paper (Formerly referred to as Aluglas). Ref. minute 78/35. Brazil report that they have now run their second sample of Aluglas on their-soft cup packer and found that the deadfold characteristics were greatly improved compared with the initial sample although trouble was still experienced with the bottom folds. Some satisfactory packs were Overw=apped in viscose film and fusion, was found to occur between the Aluglas material and the film. Representatives from Complisa were due to visit Brazil on Gth July and a further report is awaited. Mexico reDort that tests were conducted on Aluglas material provided by Complisa using European paiper and no problems were encountered with dead-fold, neit~er was-any odour detected although a specific test to check this was not conducted. Samples of Mexican paper havebeen. sent to SDain for metallising and:new tests will be conducted when it is returned-to k1exico. Samples of Aluglas coated Fietchers "Thin-Drint" 'Da-per have been received by GRDC. E-7-eir preli=-nary Observations are that it has a distinct odo-u--, a-though this seems to disa-D-Dear on airing, the metallic surface has a tendency to flake and the moisture content of the material amoeared to be low. Tests continue and it is hoped that further details will be available by the next meeting. GPDC haire received a preliminary disclosure of the raw materials used by Complisa but this was partly in the form. of trade names'and further clarification is being obtained. L Action : JKNINF. Minute 78/46 - Focke & Co. (formerly Focke & Pfuhl) New St7le Pack. Ref. minute 78/36. The Marketing Committee have decided to proceed with a consumer test on this pack to be conducted following delivery of packed cigarettes by Focke. It is expected that their first machine will be available for this purpose in October. Because the packer will be set up to run CD the Morgan layout, no deviation Lrom this style (e.g. modified r\-;. openin ~ will be Dossible. Acticn: IRGD. B.A.T (UE: & E) report that the testing of pre-coated tear off ribbon has been delayed because of the need to fully utilise their Schmermund machine for crew training, but will be conducted as soon as their machine can be made available. Action: DCB. 78/48- - Pol7thene Coated Board Ref. minute 78/40. Sample printed blanks to layout 1766 (twin tens) have now been run by B.A.T (UK & E). Although the quantity examined was insufficient to provide a detailed analysis,, it was found that difficulty in sealing the packs occurred with standard adhesives. No satisfactory seal was achieved with cold pva adhesive and althou&h a tack was achieved with hot melt adhesive a tearing bond to the standard of JPS could not be obtained. B.A.T (UK & E) consider that by testing a range of hotmelt adhesives a suitable one might be found, but raised the question of whether the gradual decline in the effect of the corona discharge treatment could have ' an adverse effect-on bulk quantities, possibly limiting the storage l_JJEe of unmade-up blanks. There is no cost advantage at present in polythene coated board comT)ared with cast coated board and should there be no immediate marketing interest in- polythene coated boa~rd for its own sake, it is recommended that no furthe-1. experiments be conducted writh this t7-De of material. Minute 7BL42 - Uniform Tests for Wrai)-Dina Materials The meeting discussed whether there was a need for the laboratory tests conducted on cigarette wrapDing materials throughout the Group to be stianda-rdised. Allst- recogn-ising the theoretical attractions of such standardisation, it was considered that the. widely different conditions throughout the Group, both in quality of' ma-'Cerials and machine nunning requirements., would always req~#=e different emphasis between one associate and another. However, R. & D Department will put together a list of the tests used by associates. Action : ITF ~" vA " Minute 78/50 - Economical Unit Packin.~z:s Purchas-i-9 DeT)artment raised the point that one asT)ect of packaging eco_-0my not so far examined by the Packaging Group was that of larger unit packings (eg. 25S as op - posed to 20s~. CD BATCo document for Legal Services: Health Canada 18 October 1999 - 5 - it was accepted that this was determined by many factors other than material and production economies.,such as smoker preference, local customs, duty structures etc. which placed the decision primarily within the marketing function. The meeting agreed that an up-dated marketing view should be sought as to whether further investigation was-justified. Action : RGD. Minute 78/51 - NLRLBORO UK Packir__- It was noted that MARLBORO 20s IEDC on sale in the U.K., some of whicli are packed in the U.K. and some in Belgium., a have lid tuck-in flaps as short as 11.5 mm., a proportion of which appear to be glued down whils-t.- others are not. In addition the board weight and caliper appear to vary appreciably as does the length of the inner frame, some of the latter being the full length of the pack. It was agreed that GRDC should be asked to monitor this brand packing for the time being in order to see whether any developments occur which could be of use to us. Action : NF. Minute 78/52 -_ Shrink Wra-D in 1-Jeu o-', f -ibreboard _containers A report has been received from a U.K. stroplier that W.D. & H.O. Wills have ordered an exoerimeutai quantity of shrink wrap polythene to test as an alternative to 10 mille fibreboard containers.
