    A draft Law of Smoking Control was introduced in 1992. Its provisions include: regulation
    on the manufacnire, retailing and labelling of tobacco products; a prohibition on all forms
    of advertising; public smoking restrictions and a prohibition on sales to those under 16. The
    labelling requirements under this law are that all tobacco products packs must carry a
    health warning and information on the "amount of unhealthy materials", i.e. nicotme, tar
    and carbon monoxide contained in the product. The exact labelling specifications will be
    defined in ftu%her regulations issued by the State Committee on Smoking Control.

    proposed.
    Draft legislation (Law of... concerning the counteraction against hazards of using tobacco)
    proposes:
    1) a total ban on tobacco advertising in the country in addition to a ban on "any other
    activity whose aim is to promote tobacco products and svmi>ols relating thereto";
    2) the mandatory printing of a health warning and constituents yields on tobacco products
    packs;
    3) the reduction of levels of "derrimental" substances in tobacco products. including 'tar',
    and the prohibition of sales in Poland of tobacco products whose content of "detrimental
    substances" exceeds established norms;
    4) that manufacturers who fail to display health warnings and constituents vields, and who
    produce tobacco products whose constituents levels ex~eed the establish--C* norms. be U11
    subject to imprisonment or a fine. CD

    On 21 August 1992 the Consumer ProrectionAct was adopted. Tbe provisions of This act
    extend to ~11 products. Of particular implication for the tobacco industry are requirements
    for Z products to carry information on ingredients, additives and the manufacturing and
    expiry datc, to be "imprinted visibly" on the label, pack or something that accompanies the
    product. Regulations have to be rn~de for the provisions of the Consumer Act to be
    enforced and discussions are currently underway between the industry and the Ministry of
    Health on exemption from the expiry and manufacturing dare obligations. It is understood
    that the requirement for complete ingredient disclosure could be modified to a requirement
    for tar and nicotine listines on tobacco products packs and that a health warning
    requirement for displky on tobacco products packs will follow.

    PROPOSALS
    A bill on Restrictions Concerning the Consumption of Tobacco was introduced on -19 July
    1992. Its provisions include restrictions on advertising; restrictions on public and

    workplace smoking; a requirement for upper limits on tar and nicotine levels, and a

    prohibition on the sale of tobacco to those under 16 years of age.
    Also contained within the bW are new labeffing requirements. If the law is passed, an
    tobacco products packs will be required to display the following warning:
    "Smoking is hazardous to human health."

    The warning would be printed on the front or back of the pack, in lettering of a colour

    distinct from the background- The warning area would cover at least 5% of the total surface
    area of the pack, and the warning could not be printed on that part of the pack which can be
    removed or destroyed when it is opened.
    For cigareaes. in addition to the general warning. one of the following warnings would be
    displayed on all packs:
    1. "Smoking causes lung cancer."
    2. "Smoking in pregnancy threatens development of the fetus."
    3. "Smoking is the most frequent cause of death resulting from heart disease."
    4. "Smoking causes heart attacks."
    5. "Smoking shortens hurnan life.-
    Cigarette packs would also be required to display information on the tar and Mcotine
    content of cigarCues, expressed in mMigrams. in a visible position on the front or back of
    the pack.
