UCSF NIH Public Access Compliance Report

UCSF Compliance with NIH Public Access Policy

See this NIH notice about a July 1, 2013 change to Public Access Policy compliance efforts. For non-competing continuation grant awards with a start date of July 1, 2013, NIH will delay processing of an award if publications arising from it are not in compliance with the NIH Policy.

The report identifies UCSF investigators who are not in compliance with the Policy. The report consists of two files: Non-Compliant and In Process articles associated with a grant awarded to a UCSF Principal Investigator (PI). The report is produced using the NIH's Public Access Compliance Monitor (PACM).

NIH considers an article In Process when it is less than three months past its final publication date and is somewhere in the NIH Manuscript Submission System (NIHMS) processing cycle.

An article is considered Non-Compliant when:

  • It is not from a Method A journal; and
  • It does not have a PMCID; and
  • It is more than three months after publication and NIHMS processing has not been completed; or it is anytime after publication and the NIHMS processing cycle has not begun.

Notes about the file:

  • To help locate articles, the file may be sorted by PI Name, PMID, Grant Number, or First Author name.
  • Searching by PI Name (Ctrl-F) will retrieve names either displayed or hidden. If a row is hidden, Find Next will display the bolded PI name for the main grant.
  • Articles with more than ten PI Names have hidden rows due to the number of associated PIs.
  • PI Names in bold font represent the PI responsible for the main grant where rows have been hidden.
  • Grant subproject numbers are not included; only the root is identified.
  • Where there is data in an NIHMS field, the NIHMS submission cycle for that article has been started but not completed.
  • "NIHMS Person" is the name of the person who has begun actions in NIHMS for the article.

For help making articles compliant with the Policy, see this overview of steps for getting papers into PubMed Central (PMC). PMC deposit steps depend on which method the publication uses (A, B, C, or D).

  • For articles already in the NIHMS cycle, see the NIHMS User's Guide for completion process.
  • For articles where publisher deposits into PMC or the NIHMS directly, notify the publisher to start the process.

Compliant articles are not included in the report due to the large file size. To request a list of Compliant, Non-Compliant, and/or In Process articles from the PACM associated with a grant number, email the Library with the grant number(s) and the date range desired. You may also contact the Library with questions about how to make your articles compliant.
