Organizational History
The Third World AIDS Advisory Task Force (TWAATF) was the first organization in San Francisco to focus on the needs of people of color (hereafter POC) affected by AIDS. The actual founding date was never recorded, but it appears to have been in the later part of 1985. Principal founders were Ernest Andrews, Calu Lester, and Larry Saxon, and other early leaders included Norm Nickens and Pat Norman. One of its first accomplishments was the organization of a Conference on Ethnic Minorities and AIDS held at UCSF in 1986. That conference drew more people into active involvement, including Hank Tavera, who was later elected Chair of TWAAFT, an office he held through its last several years. Much of this aggregate of records was collected by Tavera, who donated it to the AIDS History Project in 1994. Another group of TWAAFT records, primarily meeting minutes, was donated by Randy Burns in 1992. Additional TWAATF documents turned up among the records of other AIDS organizations; many of these have been included also. The oldest documents included here date from late 1985.
TWAAFT activities primarily involved advocacy for POCs with AIDS, as well as lobbying for support of POC agencies. This collection partially documents how TWAAFT, and other POC coalitions that evolved subsequently, pressured the Health Commission and the AIDS Office, the San Francisco AIDS Foundation, Shanti Project, and other AIDS organizations to deal with issues of race and the need for a multicultural approach to education and treatment. Among other consequences to this campaign was the formation by the AIDS Office of its Minority AIDS Advisory Committee (renamed People of Color HIV Advisory Committee in 1990). While TWAAFT was primarily a watchdog and advocacy organization, key members were also active in the AIDS/ARC Vigil and other groups, as well as needle exchange, immigration, and numerous other issues. TWAATF representatives also sat on the initial Ryan White Care Council. With the growth of other POC coalitions and organizations however, the original function of TWAATF was rendered obsolete and its final meetings were held in 1991.
Collection Description
This collection is somewhat fragmentary; meeting minutes are probably incomplete and other records may have been lost entirely. The collection does, however, provide a good overview of the evolution of a multicultural perspective in the response to AIDS in San Francisco.
The first carton contains records of TWAAFT itself. It includes information on the history of TWAAFT and its organizational structure, meeting minutes, lists of members, and correspondence. The second carton holds documents from other groups that demonstrate TWAAFT's wide-ranging activities and influence. Other related records that should be consulted are those of the Multicultural AIDS Resource Center (MSS 94-19), Bay Area HIV Support & Education Services (MSS 93-18), National Task Force on AIDS Prevention (MSS 94-60), and GAPA Community HIV Project (MSS 95-02). Of particular importance are the minutes of the Minority AIDS Advisory Committee and People of Color AIDS Advisory Committee located in Carton 10 of the Records of SFDPH's AIDS Office (95-01), scheduled for transfer to Special Collections of the San Francisco Public Library in 1996.
